How do I set up a raffle instead of an auction?

Go to Items > Add item. On the Item Type field use the drop down menu to change select raffle.

Visit Setup > Registration and edit the Terms and Conditions to ensure they are relevant for your particular raffle/prize draw. Also include any raffle specific terms and conditions within the raffle item description as winning notifications include a link to the raffle item.

Ensure your raffle complies with local gambling laws. If in doubt contact the relevant authority in your country or state.
